The submission phase is the first step of a participatory consultation. It allows participants to submit their ideas, projects, questions, applications, or other contributions, which can then be reacted to.
Engagement during this phase is crucial, as the collected contributions serve as the foundation for discussions, analyses, and subsequent decisions. They can also help shape the following phases of the consultation, such as the creation of working groups or the formulation of recommendations.
It is therefore essential to design your submission form carefully to facilitate feasibility analysis and the other steps of the consultation.
Check out the article Create a contribution to understand how contributions work.
How to configure a submission phase?
Select the Submission
tab in your consultation and fill in the following information:
- Submission open to users: Check this option to allow all users to publish contributions. If disabled, only administrators and managers will be able to do so.
- Moderation before publication: Check this option to ensure that all contributions are validated by an administrator before being published. (Learn more about Moderate content )
- Start and end date/time of the submission phase: During this period, users can submit contributions. They will receive a notification when the phase starts and a few days before it ends.
- Description: Specify your expectations regarding the submission phase.

What is the contribution type?
The contribution type defines the nature of the elements you want to collect (ideas, projects, opinions, questions, reports, etc.). The chosen term will appear on the call-to-action button for submitting a contribution.
How to customize the submission form?
The submission form is the form that users must complete to submit a contribution: proposals, projects, questions, etc.
